I think it's genetic. Originally, Baraka's blades are only made of bone. The rest of the blades they added are just for show.
I think they all have bone blades naturally but coat it in steel so they can become more effective weapons

You should be able to unlock that if you play Towers of Time as Baraka, specifically towers that offer random gear as a reward.
