The US military could save a billion dollars while increasing lethality by leveraging free software and open source instead of having multiple contractors rewriting and charging multiple times. (And also being the only people who understand the code and are capable of making changes.) There have been some efforts in the past such as forge.mil, but it needs to be reinvigorated and pushed from the top to deal with the politics and get all the savings. I talked to a Marine recently who was using Red Hat Linux on his remote camera system, and he was happy with it, but he said that most of the military was moving to Windows 10. Pushing the department and contractors to use free software and open source is not easy and will take time, but it will force reuse and decrease delays in projects like the F-35. The F-35 apparently has 8 million lines of code C++ / Java, but if it had for example leveraged the Python language and rich community, their code could be at least 10x smaller. Python has a community of 100K+ programmers contributing to the language and libraries. Leveraging that language will let the military move at the speed of industry. There's a codebase called PyTorch which isn't copyleft but is good enough to win World War 4. One big challenge to sharing code is the 100+ programming languages in use by the industry. It is really a mess, and some systems like Node.js are considered a cancer! It is worth trying to standardize on a programming language to facilitate sharing. Rewriting codebases in a new language might not be worth it, but it's good to have goals and standards! Another big challenge and opportunity is moving from Microsoft Office to LibreOffice. That could save 100 million dollars per year but converting millions of documents takes time and there will be some with problems. The Library of Congress can help. There is so much money to be saved from all the proprietary software vendors that it is worth spending and building teams to push the transition. Note that Red Hat Linux costs money too, but you are paying for a service relationship. You could one day build your own Linux. I've heard the NSA has made custom Linux systems. I'm finishing a documentary that will discuss some of this. I've written a book that goes into more detail.
