guys its different with windows 11 what u gotta do is that there is no network address in the file, so what u do is not delete any file but just create one named NetworkAddress and do the exact steps and it shoud work

I kinda fixed it, I used a vpn. Called proton vpn. You connect it to the wifi and its supposed to connect to it and unblock it. Though some things may be blocked depending on where the vpn connects you to, since i chose the free version it only connects to one place.

Quick tip: Once you get your Mac address, you can do control F and past your string address in and then click fund
