At least for me without cheats, I didn't even need to complete every Chop Shop list to get the Saints Harvester [Kent]. All I needed to do was complete two lists and I was done. I'm on PS3 if that's why?

Yes it's DLC (forget which one though, buy them both, their worth it. There's quite a few cars that come with them)
