Perhaps, these landowners should then bear all the costs of future insurance rate increases, if they insist on building 'in the woods'. It sounds like insurance rates may go up for all Californians, and maybe even all Americans. That doesn't seem fair. Maybe if the landowners insist on rebuilding, then maybe a compromise can be reach whereby trees are not allowed.
She should have said, maybe we shouldn’t cut the budget. We shouldn’t empty the reservoirs, we should keep our equipment up, and keep qualified personnel. And we should keep the brush cleared and dead trees cleared.

Civilians aren't allowed to be on the front lines just to have a look at what's going on, because it is too dangerous, so often journalists are embedded with front line forces to report and record what happens. This is similar. It is still too dangerous for civilians to return, but a limited number of journalists are allowed limited access to report and record. I'm sure the crews working to secure these areas would prefer that the media weren't there because they are no doubt in the way, but that access is a protected right under the First Amendment of the Constitution. This is how it is supposed to work. That doesn't make it any easier for those who lost everything, but no one said it would be easy. It's a mess, as you can see from the footage and the reporting.
