As a worker in the uk it is pretty much impossible to get health and safety at work , it is ignored by most company’s without a union in place. You can’t even call a person at HSE to discuss serious breaches at work. You are on your own and bosses know and exploit this. I have been told by my works manager that health and safety doesn’t count until you get caught.
There are specific rules regards to approaching HSE, and to be a whistleblower. Whistleblowing on health and safety is difficult to be and do. But, both points require a record of mis-action, deliberate inaction, mis or non recording, bullying, threat of dismissal over non compliance. Essentially anything failing Employer Duties, Sec2 of 1974 Act, and Reg 3 and 7 of MHSW 1999 are grounds to report to the boss, and then to HSE if failure to decisively change for the better, or just remain negligent or criminal. IF you see a potential of someone to be killed from a deliberate action, you can report to HSE and/or the Police for criminal prosecution.
