if youre asking me, Hypno should have been banned 25 years ago when Smogon was still just a bunch of people on Mediadriven IRC playing with RBYbots the man was a terror before Lead Hypno became a thing. i banged this drum for years back then, but chaos and them were always like "nobody plays RBY UU lol". good on them to finally do the thing that should have been done. we even suspect tested having him banned and Kadabra was just nowhere near what Hypno can do

Opinions on Tentacruel have shifted dramatically after the Lapras meta happened, now it's only considered a top 5 mon (some people have it higher but nobody has it as #1 anymore)

So the Pokemon designed around mind games ends up finessing itself an over-centralized position through exploitation of its own counterplays. Real Palpatine shit right there.
I still find it very interesting that there are still big tiering changing in RBY despite how old the games are. Is this the same for other generations?
GSC and ADV do this but nowhere near to the same extent. There are arguments for GSC UU to unban Aerodactyl and ADV UU recently unbanned Arcanine, but that's about it iirc. RBY benefits from its original UU being outright cast away by Smogon many years ago, thus removing any reason for preservation and allowing it to develop. There's a big culture about trying to make the Lower-Tiers competitive and giving people reasonable alternatives to OU, which commonly becomes stale for people.
Not enough, as far as ADV UU and NU goes. And I mean specifically unbans/drops. Ideally UU would become RU (and thus UUBL, UU) but autistic inertia is holding back all meaningful progress.
Hypno is actually one of if not my favourite Pokémon personally. It's an odd choice, but I have fond memories using them back in my very first playthrough so many years ago. Friend was an absolute menace and I keep a very biased nostalgic view about them. I'm glad to see Hypno's going places
i didnt even know lapras had bolt beam in its arsenal. thats what made starmie great. lapras needs a buff in the new games. very iconic pokemon that used to get so much love from the show and game.
Yeah, it was one of the best Water-types of all time back then. GSC's nerfs and additions massacred it and it's never really come back from that. Its Gigantamax form really breathed new life into it though - setting Aurora Veil independent of Hail was a fantastic niche. I hope they bring that concept back for it sometime. It needs it badly.
I think the still-birth of weather was the major nail in GSC Lapras' coffin. Lapras was primed to take advantage of what Rain Dance offered, but it couldn't rely on rain being active unless it wanted to lose coverage or rest. I think it would have fared better if weather effects had been permanent until reset. Perhaps it's a good thing they weren't, but it is an interesting thing to think about.
This leaves Kadabra as the tier's only Psychic type. Are we just going to get Kadabra mirrors now instead or is there reasonable counterplay outside of that?
Kadabra is one of those Pokemon that really doesn't want to be paralysed. It's going to be a lot better on principle - very hard to swap into and will be annoying Tentacruel - but it'll have some trouble sticking to the field like Hypno did. One EXTREMELY big issue that Kadabra has is that the three Normal-types all KO it off of any chip damage. Kangaskhan's Hyper Beam is an OHKO, Dodrio's Hyper Beam is an OHKO and Body Slam comes close, and Persian's Slash KOs it after even one Tentacruel Wrap. I also think that Clefable will be a fairly decent switch-in down the line.
Kadabra is just psychic Taurus. It’s a great cleaner. It doesn’t have the bulk that Taurus has it can live any one hit but if it even takes a little chip it dies to so much..
I feel sad for Lapras. Too good for UU, not properly OU. Even its niche in gen 8 was quickly removed when single restricted teams were gone. I have always loved Lapras. It is very friend shaped.

Bit harsh! The VRs are voted on by the highest-placing players in tournaments. It's one of the best available metrics as the ladder doesn't get enough data for good aggregate rankings. The anomaly occurred because Slowbro is so far below everything in B- (the OU boundary) due to its inconsistency, but also so far above everything in C+ (the UU boundary). It functionally ended up creating its own "B--" tier.

I've tried overworld sprite collages, faded backgrounds with sprites, and so on, but they always end up being poor. I ended up getting a background that looked nice, rather than tried to force something that wouldn't work for myself. I ain't rich contrary to what it looks like - barely keep a roof over my head - so it's not like I can snap my fingers and commission a background.
