I have watched this video several times. It is my opinion that this person does not want you to see or know what he is doing or how he is doing it. When he soldering components all of a sudden things appear. While wiring, the video is speed up! I think he just wants to show how clever he is.
I read this person's comment several times now and in my opinion this person does not want you to understand what he is saying or why he's saying it. I had to hit a button just to reveal the rest i believe he's just clever and wants to show that off
I made one with a raspberry Pi, 8 Light dependent resistors an 8 - 2 bit multiplexor 2 motors and a hand full of transistors - along with about 500 lines of code to normalise the LDRs and work out where the sun is. About a week of hobby time and £100 of equipment. (not counting the mount itself) I should have used 4 small solar cells in opposing pairs driving 2 worm drives. That's all it takes, about £10 of small cells, two motors and an afternoon. But this project is no better than the solar panel motors and WAY WAY WAY more complex. Simple is elegant when it works and this isn't simple. Incidentally the 2 axis opposed solar panels solution is completely scalable you just use more gearing or bigger sensor panels and motors.
What if we add more 8 solar plates? 1 plate energy goes to that Arduino uno and other 8 energy goes to a 12v to 220v transformer to charge mobile or run domestic appliances?

On your coding, can you explain what is the meaning of int dtime 10, and int tol 50. Or -tol? I've seen few different coding and they all have that mysterious calibration or whatever number that ruins me understanding the code.

By feeding the servo motors from an external source, you have prevented the arduino uno board from overheating and breaking down... congratulations
