It's because unlike USA we don't get precut , treated and packaged meat which is ready to cook but instead we buy meat from the butchers who sell meat in the market. They cut it in front of you and according to your preference. So we have to wash thoroughly before consuming.

And freshly cut meat has blood on it, which butchers won't wash themselves because of bacterial reasons and how quickly can it develop before you carry it home.
