That's why in order to get bonney cured. Saturn gave him a deal to become a pacifista and slave in order to cure bonney. The reason why bonney cried after seeing kuma because bonney's mom died because of celestial dragons and after that kuma took care of him since birth. But kuma left her so she can live peacefully and became a slave for the goverment. Later bonney learns the truth about kuma.
