Thats a ki charge, it makes your next attack a counter hit, but you cannot block during that state, to do that, you need to press all of the attack buttons all at once

The u/f+3 connects every time as long as you do it immediately when the d/f+4,2 string ends. However, it won't hit if you are off-axis.
