But it not silencing camera shutter is every system sound. Not helpful.

on vibrate it does not make the sound, system volume probably means other things too are silent now, not only the camera

Technically, you don't need to even go into the camera. You can control system sounds from anywhere.

Silly solution. I would like to keep my phone off silent, and still have the camera shutter noise deactivated. This is a bandaid solution.

You can create a routine to turn off system sounds when camera app is opened. The sound level will return to normal after app is closed.
