Yeah you're right, since they are drawn they can manage to have more detail and expression over the rendered low poly 3d models

I really never understood the timing problems that the dreamcast/pc has. The Final build aka PS1 is the best version.

Exactly, there were so many errors, bugs and timing issues on the dreamcast/pc version its so annoying.

Those cutscenes used the beta animations, but with the final audio. The big difference is just the high quality models they put in.
(And by beta, I don’t mean the April build in this video. The beta version is different)
