I found it amusing in the Season 3 episode Stirred, Bartlet says to Charlie: James Bond is snooty for requesting a martini shaken not stirred. In the Season 4 episode Process Stories, Bartlet is making martinis shaken not stirred!
Louisiana isn't under the Napoleonic code; its Civil Code (which regulates private law) is modelled on the Napoleonic Code but was passed in 1825 and amended many times since. Bartlett is right though that most people in the US don't understand it; even most US lawyers don't learn civil law let alone members of the general public. Louisiana is the only US jurisdiction to have private law based in civil law, just as Quebec is the only Canadian jurisdiction with the same (for similar reasons).
I guess he can't exactly use a shaker on his martinis after having made fun of James Bond for letting the martinis get watered down in a shaker. But who breaks out martinis at 1:00 am anyway?
