To be completely honest, I think the whole josuke moving in diavolo’s skipped time actually makes some sort of sense. Since crazy diamond can turn things back to their original state, it makes sense that he could fix the time that diavolo breaks apart.

The universe itself twists and turns passively to Tooru and his stand, with the sole purpose to furfill Toorus bidding. “He” isnt the one doing anything, the universe itself is doing it. It isnt an action, so GER cant reverse it.

However it's really hard to know what could a requiem be, because it doesn't seems to be related to the original power from the stand at all. In josuke case I could imagine something like what I mentioned earlier however, because that might be his desire.
