Settings -> Time and Language -> Windows Language -> Add a Language then look up Vietnamese this only applies for PCs running regular Windows Pro, Enterprise and Home, if ur running Windows Single Language then u can't do the above, u might have to reinstall Windows on ur PC to get this to work or stay with English
