Last Days of Manual Collection with an Autocar ACX Heil Front Loader Garbage Truck

- The City of Temple City, California has contracted with Arakelian Enterprises, Inc., (dba Athens Services) for over thirty (30) years to provide solid waste collection, transport and disposal services. During that time, Athens provided manual hand-tossed mixed-waste and green waste collection services to the residents of Temple City.
California had implemented new waste management laws (Assembly Bill 1594, AB 1826, and Senate Bill 1383) that significantly altered how solid waste was collected and disposed of, impacting costs for both waste generators and service companies. Additionally, on August 18, 2020, the City of Temple City was penalized by CalRecycle for not having a separate waste collection system in place to meet State requirements. As a result, the City faced potential fines of up to $10,000 per day if a compliant program wasn't implemented by January 1, 2022. Despite requests, the State had declined to delay this mandate. To avoid these fines, the City and Athens developed a cost-effective plan to meet State requirements. That plan would cause this service style to grind to halt on July 1, 2021.
So to capture this historic, and now dying, method of collection I traveled out to Temple City in 2021, and found this great crew who allowed me to film.

Damn it still feels like just yesterday TC went automated but this summer will be 3 years since. Glad you managed to get a video of the old Tues/Fri route - the TC guys call that route the “Home Depot” route and you’d question when the route would end because it was so heavy back then lol.
Fun to watch! As with most things, pros and cons with newer regulations being implemented - sucks to have the efficiency of manual collection gone, and the hefty fines on cities that mean well, but also providing carts and a recycling system will mainstream the area. I'd assume Temple is fully rolled out with Athens EGs at this point? Glad you captured this one!
