The second one was hard even for me as a native speaker, because the first billboard mentions the name of the small town (Karambakkudi) we're in and then the names of two other major cities which turn out to be unrelated. Every other shop board only mentions Karambakkudi's name, which would be pretty hard to find on the map as it's a tiny town. Thankfully, the orange board at 5:55 finally gives us the name of the actual city we're in (Pudhukkottai புதுக்கோட்டை). So I'd have figured it out in the end from that - if I'd been patient enough to look around like this, instead of taking the bait from the first board and choosing one of the two wrong cities it names (which I likely would have 😄)!
If you can see the number plate, you can somehow guess the areas. For example TN-11 is a Chennai area license plate. I think smaller numbers like TN-01, TN-07, etc are all Chennai. You can probably get a rough idea for other states too this way I guess.
The license plates are blurred out 95% of the time. You can sometimes spot the rare one on the side of the vehicle or if the camera angle doesn't catch that it's a license plate Geoguessr runs off of googles street view and google blurs faces and license plates
