It sounds to me that Eden saw that Eygpt potential control of the Suez canal was against Britain's interest and then emphasised on doing something, anything, quickly perhaps for political reasons. Whether he decided what force to employ or whether he handed this over to the MOD isn't clear. Two phrases then come to mind : "Ends and means" and " if every problem is seen as a nail then a hammer is the only solution"
