For high corruption I wonder if you mean they can close your business whenever they want for whatever reason if you bother some powerful individual who's a competitor. I think Romania can be good if you're powerful already, not to build a power base.
Unless you don't follow EU and Romania's laws and regulations the government won't close your business because you "piss some people off". Regarding corruption (șpagă), think of it as paying the right people to start your business fast, without waiting, because of Romania's bureaucracy.
