So - I've been watching the construction of the Tesla plant in Austin, TX ( like this: th-cam.com/video/xe1fruVm7KY/w-d-xo.html) and just recently about a dozen gizmos like this plant showed up, but they have wheels on them. I suppose that there's a mobile version of these for on-site concrete? They have the hopper on one at ground level end and a conveyor up to where it would go into a truck. They seem a little smaller than this one, which looks permanent/fixed. Does the mixing of the components - aggregate, sand, cement, water always happen before it goes in the truck, or is it sometimes actually mixed in the "cement mixer" truck ?

Sometimes it can be mixed in the truck, the truck needs a different type of fins inside the barrel for that. A truck like this in the video is an agitator, meant to kept fresh concrete plastic.
The smaller scale trucks you mentioned probably have mixing fins.
Also, it’s much less dusty to have the cement be load and mixes the way shown in the video, as opposed to dry-batching the material in the truck itself
