It's pre meditated murder or bodily harm too someone. An is a federal offense.
      Your friend has a case.
It's illegal for someone too put up something that can kill or hurt someone on public property.
It's one thing if he rode on private property.
But most of those cases are done on public property or public accessible areas that are adjacent too private property.

Just to clarify, the cougar is a young adult - essentially still a cub, but old enough not to be dependent on the mom anymore. It wasn't trying to kill but rather very curious as it's likely never seen a human before. Had it been an adult, more experienced cougar, this could have been much more dangerous. Always make yourself bigger, be scary, and/ or throw rocks

its kinda like a black bear you size up to it and act somewhat aggressively, but you never...EVER turn your back on it. that kicks it's instinctual prey drive in. but if you notice at the end when he sized up to the lion and moved towards it, it almost kinda jumped back, it doesn't want any part of you if you;'re too much trouble. chuck rocks at it, grab a weapon like a huge branch.

So true. A man came upon a mountain lion while mountain biking right outside Boulder. He picked up his bike above his head and shook it, roared and hollered and thankfully it decided not to attack. A family who visited RMNP, however, went on a hike at dusk and allowed their 11-year-old to walk ahead of them out of sight. He was sadly killed. There are signs up at all the trailheads warning that lions, black bears and venomous snakes like in the woods. I saw idiots actually chase a moose in Grand Teton trying to get a picture of it. A week ago, I encountered a mountain lion while hiking in Agua Tibia, Southern California. The lion was stalking me from the bushes, and I tried to scare it off by shouting and making noise. It growled at me and started coming closer. All the while, I was trying to stay calm and walk backwards while keeping my eyes on the lion. I never thought to take a video like that guy; I was too concerned about not becoming cat food! By the way, I’m not used to encountering animals like this, the most dangerous animal you might come across in Europe is a wild boar.

For anyone wondering, the reason you aren't supposed to turn around or run when faced with a mountain lion (or any other predatory big cat) is because it triggers their instinct to chase prey. Instead, maintain eye contact and slowly move backwards, ideally towards a vehicle or a building. Remain upright, and try to make yourself appear bigger by raising your arms, spreading out your jacket if you're wearing one. The guy making the video is extremely lucky he survived the encounter doing what he did.

At 8:17 the location appears to be possibly somewhere in Appalachia, you can tell by the palm tree like leafs which come from a tree called rhododendron which grows pretty much anywhere in Appalachia. Another reason is that when I hiked in Appalachia for a summer, I came across multiple trails that had these wires set up, and of course every wire I stumbled upon I took down, but god knows who put them there and how many people may have died if I didn’t take them down.

The guy that was being stalked by a cougar didn't react in a good manner. He turned and ran, the number 1 thing you never, ever do in that situation. You get big by raising your arms and yelling at the cougar. Yet this guy didn't seem to do any of that. There had to be sticks, rocks, or something around to throw too, but again he didn't do anything. He was probably scared but you have to stay calm and keep your wits. This is a good reason why I always carry when I am out hiking or exploring. And I always remember that the most dangerous, deadly animal is another person.
