Just thinking out loud. Is it smart to the top rungs with a rope , lift the ladder to desired position now take rope tied to look eft rung crossover to the right side by the back obviously and do the same either right side and tie to something stable or anchor to the ground so that the ladder does not slide side to side. It sounds safe to me but I am not a firefighter or have much experience with ladders.
I’m not going to lie. This didn’t really look that efficient. It was demonstrated with roof ladders and still didn’t look that great. You probably aren’t going to be able to do this with 24’s and certainly not with 28’s. Leaving ladders on the ground is a tripping hazard and does nobody in the building any good. Also if I’m the second guy walking up I would rather pick up a ladder from chest or waist level off the rig than to have to pick it up off the ground wherever my partner threw it. Too much setting the tools down to mess with the ladders. With a saw slung around my shoulder and a halligan in that same hand or a hook married with a halligan I can pull a ladder off the back and shoulder it using only my other arm. Just my two cents.
