Meanwhile other offences which most people see as petty or minor routinely result in harsh sentences which are not warranted, particularly concerning drugs.

When you watch chases, pursuits in the US, here on TH-cam, you will see that chased people drive on the rim.
Here in the UK an individual can be insured to drive any vehicle, provided it's in the same class given on his/her driving licence, but the cost to do so is enormous. Car mechanics in particular must be insured to drive any car (or at least their employers insure them) in situations where they need to road test a vehicle once fixed. The ordinary person on the street wouldn't normally do that as the cost would be very high. I knew a lady who said she drives her mum's car and when I asked her about insurance, she said she had her own for her own car. I know road bumps are necessary on housing estates, for good reason, but they can be vicious driving over them. Especially so for Police pursuits, ambulances carrying patients with back injuries, and probably for other emergency vehicles as well. I've driven over some with great care, but occasionally, if I hit them just wrong, they rattle my ears, not to mention the sub-frame of my poor car.

Police aren't required to wear a seatbelt. Same with Firefighters. They may have it off for the fastest possible exit from the vehicle when needed (and for kitting up whilst on the move, in firefighters' case). So chill. She isn't doing anything illegal.
