A cop can only shoot at the vehicle if it is close to hitting their person. If the officer is next to their vehicle and it gets hit, the officer can shoot it. However, FTM was in his Tahoe the entire time; that means that if he fired, it would have been unjustified.

If you press the interact/pull over button on one of those random pursuit encounters it should put you into the actual pursuit
Actually, the suspects would just get out and shoot most of the time when a pullover is attempted.
