Myanmar is a country with diverse ethnic group(over 100 ethnic group).
Those lived in northern states are predominantly ethnic Han Chinese lived there for many many centuries.
Many ethnic minority lived in the north, east, west, and southern states rebelled against the central military Junta dominated by Bamar ethnic group (68% out of 55 million population).
Also many from Bamar ethnic group rebelled against the Junta, like pro-Aung San Suu Kyi groups and pro-democracy groups joint forces with minority ethnic groups against the central government.

When KMT was defeated by CCP in 1949 some of former KMT members crossed to Myanmar and settled in the Golden Triangle (Myanmar, Cambodia, Laos).
A Shan state born ethnic Chinese named Zhang Qifu received military equipment and trainings from Kuomintang and later built a narco state and changed his name to Khun Sa, Asia's biggest warlord that becomes Opium King from 1976 - 1996.
He fight for independence in Shan state and for his own territory against the central military Junta funded with opium money.
Due to his massive opium production and smuggling operation that eventually reached North American market then he got the attention from the US government that began to target him and his distributors and foreign brokers.
If you watch a movie based on a true story American Gangster 2007 by director Ridley Scott and starred by Denzel Washington and Russel Crowe then you can see the connection here.
After a few decades due to pressure from DEA he finally decided to surrender to Burmese government and disbanded his army(instead of being deported to the US) and settled in Yangon along with his massive wealth and mistresses.
He later settled in comfortable and quiet life and engaged in "legitimate" business projects, especially mining and construction.
He died in 2007 at the age of 73.
Today, his children are prominent businesspeople in Myanmar.
Some of his army refused to surrender and continued fighting the central government to this day.
So yeah at the start KMT has some limited involvement in that area in the past due to lucrative heroin trade.

It is part of Myanmar in Northern Shsn State. The MNDAA or the Kokang is ethnic Chinese and in the 1990s the group was recognized as an ethnic group in Myanmar by (Ex) Gen Khin Nyunt for their leading role in mutinizing from the Burmese Comunist Party, a formidtable enemy of the Burmese army. The Kokang only speaks Chinese and the MNDAA is the mastermind behind the recent 1027 operation.

This is not accurate. The rebels were paid by the west. There was an agreement between junta and civil govt. Instead, the civil went rogue against their agreement.

Not saying you’re wrong in terms of the presence of ethnic Chinese living in Burma but there were clearly sizable KMT forces presence in the Shan state in the 1959 as per the quote from Wikipedia, contrary to what you said earlier that there weren’t any KMT in the region.
