Yeah you have to exchange your clams in order for that to happen.

Me neither. I exchanged my clams, then reset my save file so I could get them back. I hadn't any idea you could fight him to get them back, but it makes a lot of sense as to why.

I don't remember, I think it remains in the same place until you accept it. Otherwise, it is an achievement that can be lost, just like the chicken in the pyramid...
