Strangely enough, there have been many stories of prisoners during riots who never even leave their cells or just find a quiet corner to sit tight till it's over and don't take part. Their reasons are either they're in for non-violent offenses, nearing the end of serving light sentences and dont want more time, or will be up for parole soon and don't want to mess that up.
Or just simply enjoy the icecream and their stories
There was a noteworthy story from Norway where 6 prisoners, 3 of who were murderers, who were able to get out of their cells because a officer didn't do a proper job locking the door. They didn't eacaped at all, instead staying in the kitchen to bake a cake.

@@dionjaywoollaston1349 given that the spectrum of barbarism in Scandinavia starts pretty high with the Vikings who used to crack open your ribs and rip you lungs out through your back while you were still alive, I imagine some ordinary murderers rank fairly low and are quite civil.

True and they seemed like decent prisoners who just don't want to be a part of the bad situation, but why take a chance? The situation is dangerous and he a convict. I rather make sure me and mine are safe than to take a chance. Again though, he seems like a nice fellow.

They could've just locked the doors and left them. They weren't hurting anyone.
I blame protocol.
Only problem there is that they have to secure everyone on the scene, bad guy, hostage, or neutral bystander. If they just left them in that room, then they couldn't guarantee that bad guys wouldn't come back through behind them and change that little part of "not hurting anyone". There is also no guarantee that just because the prisoners were just watching tv and chilling now, they wouldn't give a heads up to the hostage takers or become a threat from behind as soon as no one is watching them again.

What is he taping his mouth for? If you're worried about him making trouble for you maybe you should have just left him alone, lol...
They could be taken hostage and forced to play the damsel in distress. Taping up their mouths prevents them from making noise and helps deter the gang members from wasting their time with dudes locked up in cells and tied up. What’s the really funny part is how the use a single 1 ft piece of tape like that can be peeled off by just breathing hard.

Might be breaking protocol, but I'll probably let those cons in those room watching TV but before leaving, make sure those room locked tight.

Still convicts though so a potential threat. I don't know what your protocol is for that but I personally would have just bolted that room and not engaged, leave them for the clean up crew.
Definitely don't watch this show if that bothers you though. There is stuff like that almost every episode, the writing is definitely not one of its strengths.
