As nice as Melbourne is it is also very homeless friendly. Many are felons who don't want attention and you'll occasionally run in to an a-hole screaming at you about something.
Look for the older more established neighborhoods in both Melbourne and especially in Palm Bay, landscape is being decimated with all the building going on, the downtown as you can see but there is also a historic downtown in Eau Gallie that is the arts district. Visit the Green Gables Historic House, same family owned the house since 1896 and were some of the earliest settlers of Melbourne. It has been purchased by a non-profit and being turned into a living museum.
