Are they usually always open during the winter months? I’m going December 17th-23rd and I want to hike as many trials as I can
Snow is common in the higher elevations, and some secondary roads close down in December, like Clingmans Dome and the Roaring Fork. So no, you likely won't be able to get to all of these.
