Nice hike Cliff, I'm thinking the dam formed a deep large pond that raised the water high enough to fill and follow the race to the furnace. The cement hut was used to control the amount of water to the furnace and flow some of that back to the creek down from the dam when not needed.
Driver, I think you are correct. The engineering term is a "weir". They probably had a way to control the flow of the mill stream by sliding boards in and out of that weir.
If you go to the Pennsylvania Bigfoot Society Interactive map, this Forest has around 10 Bigfoot sightings dating back to the 60’s. The BFRO investigated a footprint in 2017 by the water reservoir. You might want to spend the night in the back country not at the State Park although Caledonia is actually a beautiful park in PA to maybe hear or see something.
