They can't though, it's a fully publicly funded channel and thus a delay would constitute an actual 1st amendment violation, and it must be live as a result. I say actual 1st amendment dment violation, because for awhile people have been using it totally wrong.
Because, if they didn't take the prank calls, their call volume would go down by 80% and they'd have to work longer hours filling up time.

These were pretty good. There is an old clip, and for whatever reason no one plays it anymore, but it's the most hilarious prank call- the guy starts off by saying how he fears that the war will lead to nuclear bombing then says " Hell, I'm 16 with a solid 13", so I'm ready! ". I literally fell out of my chair because it was so random and the calls before it were serious ones. Those are the best kind.
