I think one thing Armenia and Georgia have that could make them a more appealing candidate is their religion. Even though it is not talked about, that could subconsciously be a deciding factor in determining which country is "European" enough to join the EU.

This means, that there are 4 continents: America, Afro-Eurasia, Australia and Antarctica.

Expansion is a mistake. We shouldn't be letting any countries in till they have 15+ year record of meeting the standards. As we've seen, it's all to easy to backslide. I support promoting our values and aiding development for places like Ukraine, Serbia, and FYROM, but letting them in is a terrible idea at the moment. Sure, we should signal the potential for membership to Ukraine in particular, but it is still a very corrupt country.

This sounds just like American states tbh. The inflation in Arizona isn’t the same as Arkansas for example. So they’d have different requirements but controlled by the federal policies. Before the civil war, the US was kinda like today’s EU except they had a US army and federal foreign policy. People were more proud of their states and liked it more than the country.
Empire is good for business and travel as long as you are relatively equal and not slave province. During Rome, Syrian could go from Damascus to London without bureaucratic hassle or haggling with robber baron / agha and that situation was still not restored to this day. However Old Europe is still full of people living in same village from Great Migration of 5th century, so Project EU is building empire as fast as possible to not spook them too much.
