Legislature of a State may, by law, provide; and
b. “a Panchayat at the intermediate level or district level shall be elected by, and
from amongst, the elected members thereof.”
So is it because even though they are indirectly elected at intermediate level as chairman, they are the same person who have been directly elected at Village level and hence not considered as indirectly elected or is there some different reason behind it?

Sir in question of panchayat raj (30.00min) how Statment 3 is correct, coz if we see in intermediate level and in few states seats of head of panchayat filed indirectly and /or state can also nominated the sarpanch...... N question has mention 'shall be' so pls clarify....
