If Article 17 of any person is violated by another individual (which outlaws untouchability/forbids its practice in any form) and the person goes to the police if the police do not register an FIR ( as it is an enforceable against an individual too) this can also serve as an eg when inaction of the government authority violates the FR of individual

If they feel that their right has been violated then they can move to courts and 'exercise their right under art 32'. Then courts will check wether the right has been actually violated or not. If court find that the right has actually been violated then they will issue writs to 'enforce' the right. Hence the enforcing body in case of violation is the court and not the individual. Also an indivisual is nobody to decide the question wether the right has actually been violated or not. it can only be decided in courts
