I am interested in studying at the TU-Kaiserslautern-Landau whereby I've applied for a Studentenwohnheim already, but haven't gotten any confirmation yet. Do you think it's better to not apply for the university UNTIL I receive confirmation of a possible place to stay?

Only engineering college list me hai saf saf batate kiyun nahi ki bsc walo ko loan nahi milta hai
You can get the loan for any UG course but you should have collateral for that.
