Russia 'failed' in Beslan school massacre - BBC News

  • The European Court of Human Rights has ruled that Russia failed to protect the hostages of the Beslan school siege in which about 330 people died in 2004. In the siege, Chechen rebels took more than 1,000 hostages, mostly children. The operation by Russian forces to end it used disproportionate force, the court added.
    It also said that officials knew an attack was imminent but did not act. Russia said the ruling was "utterly unacceptable" and that it would appeal. No Russian official has been held responsible for the high number of deaths, which included 186 children.

    Blaming a country for suffering a terrorist attack is beyond wrong. The soldiers clearly did their best, suffered casualties, and prevented a lot more deaths in an unimaginably tense situation. If the same thing happened in the USA or UK, this type of language would never be used to cast aspersions on their response.

      Ask the parents of the killed. Relatives of the victims managed to sue Russia for their inadequate special operation attack violating hostages' human rights. Who uses RPG's, Tanks and flamethrowers in a hostage situation with kids? It is reported that as many as 80% of the victims were killed by the special forces. Considering that 2 years earlier the FSB again decided it's ok to kill hostages during attack in a similar situation (Moscow theater), it shouldn't surprise anyone.

      I am no specialist, I could be wrong or right, facts are the FSB/government are killing way more civilians/hostages than the threads do themselves in major crisis's. They are the last guys you would want if you find yourself in a hostage situation. I find it hard to believe how anyone could defend their actions in both cases.
      You can look up major Russian investigations regarding those events (add the apartment bombings as well) - how the FSB helped the terrorists, how the FSB abused their power, made human rights violations, killed more civilians than the terrorists in order for the crisis to stop and get political PR. Politicians and journalists who made those claims are killed or had an attempt on their lives. New censorship laws were passed days after those events in order to stop any political opposition, any critical thinking in the media.
      But hey, because I couldn't do better than the FSB, I guess I can't criticize them for their obvious crimes.

      It might not be apparent from the report, but Russian authorities used grenade launchers, flamethrowers and a tank cannon when storming the school (a bit of overkill, especially in a school full of children). The operation was uncoordinated, lacking formal leadership resulting in serious flaws in decision making and coordination between the agencies involved. Furthermore, they had intel enabling them to prevent the whole situation altogether. Russia then failed to properly investigate the incident at the national level. That's what the decision of the ECHR is about.

    This tragedy has happened on September 1, 2004, I remember that my family didn't depart 3 days from the TV. All very much worried. Still to this school people come and have made a memory memorial of it.

    The situation was too tough, even Delta or SAS also might be failed in such conditions. Altough the consequence was disasterous, the one thing certain is that the russian soldiers did their best. They even became human-shield to protect hostages. Besides every political matters between western and eastern, the soldiers were still hero.

      More than likely: the SAS losing it's reputation, there was no other option, and considering Spetsnaz had already dealt with some chechens before at least they knew to not take prisoners, just imagine: holed up in one room, filled with bombs and grenades and with jihadists ready to die for a dumb cause with impossible to meet demands, the only thing that would change would be the BBC headline and the uniform.

    the building is filled with explosives. what other situation was possible? the terrorists learned from the act of terror in the theater and laid the bombs under the children. there was no other way out here. there could have been significantly more casualties. The guys did what they could to save lives. here as medics who are not omnipotent and do not always succeed in rescuing a person from the grip of death.

    0:11 Why not refer to them as what they are, Terrorists? They committed an act of terror after all - this is not like star wars where the Rebels are the good guys...
    And to say the Russian's failed here...well the odds were stacked against them from the start. Even if we ignored the factors of the 1990s and early 2000s (economic crash, lack of reform and modernization, Yeltsin's "Dyermo-kratiya") which were being addressed but it took a lot from a low base, it was very unlikely they could have done anything else. I doubt any Special Forces group would have succeeded in Beslan, as described at 0:37, the terrorists had days to prepare and an arsenal of explosives and boobytraps, and considering everything we know about the Chechens, what would negotiations have achieved? They wanted to kill russians and were willing to die doing that (they were islamist after all), knowing their demands were unacceptable to the Russian Govt. Basically (like most terrorists) they made it as hard as possible for the Russians.
    And flamethrowers!? Really?! I doubt that highly. If you are referring to the RPO, it is more of a Bazooka type weapon than that of a generic flamethrower, but I can believe the use of a RPO or similar weapon, not a 'classic' flamthrower like a LPO-50
    Yes the Russians didn't do this perfectly, lessons were yet to be learned at that point as this was 'new' to them. Thankfully it appears the lessons of Chechnya were well learned. I do not see why the ECHR took this case; this was 13yrs ago, bit late, and the ruling shall forever be tainted by the anti-russia hysteria we are experiencing again, so even IF this ruling is objective and just (which I doubt) its reception shall be met with skepticism and its coverage skewed.

    I remember watching a documentary a very long time ago about the experience of these children, and I thought I dreamed it up the whole experience. It wasn’t a couple years ago, where I found it again, and the real event it was based on. There are some things you wish to stay in nightmare, so many young people lost.

    Calling a band of terrorists as 'rebels' and calling the heroic deeds of soldiers who tried to save innocent civilians as a failure is an utter disrespect to all the people who died there. BBC isn't even qualified to be called a media outlet but a wahabi-loving propaganda outlet.
    As a person who's lived in the midst of a terrorist war for 19 years, my condolences goes to the civilians and the soldiers who died at Beslan. Love and respect from Sri Lanka 🇱🇰💚🇷🇺

    The European Court did not bother checking the facts and simply took everything the plaintiffs said as God's honest truth, including blatant lies. The flamethrowers and tanks were used after the hostages were evacuated and/or in spots where there were no hostages e.g. the attic space from a sniper was firing at the rescuers). There is undeniable photo, video and physical evidence, which is ignored by these so-called "journalists". Doctors, medical brigades, ambulances, field hospital, full-size hospital and even a medical airplane were present and ready to care for the wounded, but the chaos couldn't be avoided given the scale of the attack. Over 200 hostages were killed during the explosions of the terrorists bombs on September 3rd, 21 adult men were shot on day 1, several - throughout the ordeal, 29 women and kids were shot by the terrorists as they were trying to escape right after the first explosions, others died in other parts of the building as they were dragged out by the "rebels" and used as human shieds or later succumbed to their wounds in hospitals. Russian Special forces did the impossible saving hundreds. 10 elite soldiers sacrificed themselves guarding people from fire (two jumped on grenades to cover hostages from the explosions) and 55 were wounded, not counting the dozens of the wounded military and civilian rescuers. The bbcs, cnns and such will always portray it as failure of the Special Forces, the government, Putin and will show a frantic group of poor women, who were brainwashed to think that the Spetsnaz killed their kids, as if they speak on behalf of the whole town. But almost all Beslan residents and, particularly, hostages know full well who was there to save them from the "rebels" and cherish their sacrifices dearly. The bbcs and cnns won't show that though. It doesn't fit the picture.

    BBC, i wish you and your families will never experience this tragedy. And i just phrase the God not to make you pay an equal price for materials as this one. Do you know that there was an unexpected explosion inside the building ? Do you know that once that happened kids start running outside and terrorists opened fire after that and not after " Russians stormed the building"? Russian forces had no choice but react. They used so called "tanks" for cover mostly. Do you know BBC, that that day Russia had lost 10 special force soldiers from ALPHA and VIMPEL , our elites? Do you know that they gave their lives protecting kids? That one of those soldiers covered the grenade with his body and saved kids that were running out with him? That another Hero stood up like a wall in between the kids trying to pass the hallway and terrorists machine gun point? BBC you have know idea what happened there, and what kind of pain this people and all out nation went through and you have no right to show this tragedy without mentioning Heroes , without exposing details that matters the most.

    I Can remeber watching this on this news, it struck deep as it was my nephews first day of nursery, the thought of these poor children and the adults too being so scared not knowing what was going on. To then after all that time being held to still be killed,the news feeds were beyond heartbreaking.
    Beslan is so very far away from my small welsh coal mining village but those children are forever etched on my heart and the sorrow of the families left behind.

    Honestly, in this case it is so incredibly difficult to storm something like this and come up with very few civilian casualties. Just like the Dubrovka theatre disaster, the hostages were right next the heavily armed terrorists with explosives right next to them. Unlike the situation where GIGN stormed a plane, taking 0 non-terrorist casualties. They were able to do that because the hostages were seperated from the terrorists. This is completely different. they had no choice

    I also like it how she claims, "there is no ambulance or medical team waiting to help" then the next few scenes you see an ambulance waiting. I remember this event live and saw plenty of medical support waiting. Was there enough? No, I don't think that place could predict such a big event happening and realistically afford such a huge medical crew on immediate stand by for a huge crisis. They had to respond to what they had.

    This is a very sensitive topic. If i was in any parent's place in that situation and i lost my child i'd probably find the government guilty too. But there is the other side of the coin. If politicians agreed to the terms it'll be like offering the country on a silver plating to anyone who wants something. Basically Russia would've become US with lots and lots and lots of random gunfights and mass shootings.

    What the truth is inappropriate and offensive? I wish that everyone would agree taking guns into schools is inappropriate and offensive, telling the truth no matter how hard is not offensive or inappropriate, ever.
