I do believe the whole song is about the war. The mountain representing the middle east and the dark figures are the US military and the jewels they covet represent the oil. 2D's parts of the song reinforce this very much "falling out of aeroplanes" "Hiding out in holes"
It's about the entire history of imperialism and dispossession of native peoples from their land, the "war on terror" is just the latest period of military conquest and resource extraction
I feel this song has to do with the Iraq war of the early 2000's when military started roaming these town and countries. People lives over there were disheveled by them and the war.

The mining refers to the Europeans taking the land, and how the natives slowly realized what was happening. The mountain exploding was a war that maybe they had no time to react to, that killed most of them all. Then the last verse is a native, in modern times, looking at the world and how it's so different. How the strange-folk are so happy, and don't realize or care that they took his land. He asks, where were you when it all came down on me? Or, where was your love when we were suffering? And then, Did you call me now? Meaning, only now I am equal to you? (No, I'm not trying to be racist. I just interpret things in different ways. If I offended you, I'm sorry.)
I thought Gorillaz were from the U.K., but apparently this song talks about a little town in the U.S.A. So this makes me think of the revolutionary war and how the British snuck up on America and attacked them. After Americans left Britain.
