Yes and for tuning, it depends. Even the cheapest hurdy-gurdies are around the £1000 range, and as the amount of strings varies from 'gurdy to 'gurdy, the difficulty in tuning also varies; the ones with only 3 or 4 strings are fairly easy to tune, but the really high-end ones with several strings and sympathetic strings are quite difficult.
