Yes this is for Elite 15. Qualifying for worlds for age groups happens at every event. Around the top 1% of each age group / division at each event will qualify for Worlds. The actual number of spots available depends on the numbers competing at that event.
Why so much money into the elite .. The money comes from the Age group elite.... That is where the sponsorship should be looking at... The average man and woman who have children and a full time job are way more important and interesting.. They bring the whole family and friends....... Think about it..... Age group brings the numbers and money....

Its Premier League football where the money and TV coverage goes - not Sunday league football. Watching Wimbledon isnt about watching your average club tennis players - its about the best in the world. Thats what the Elite 15 process is too - watching the best.
