Depends if it falls into the unreasonable category. So if they are just playing and being kids then no, but if they are out at unsociable hours and swearing etc then perhaps. Your neighbour must have to own their property as well and cannot be a tenant. They must also have to prove a loss, so i.e. if they work from home and it's that noisy they cannot work from home without distraction, perhaps this may be seen as a loss but I still doubt it.
