I'm going to sound all music-nerdy here... I like how ZUN can make a magnificent piece while simoultaniously switching between 3/4 and 2/4 time signatures! Amazing! Now to exit snap out of my nerdiness...
That's 11\8, that was splitted in 5\8&6\8 for the main melody and in 6\8&5\4 for the chorus. Any odd signature can be splitted in different bits for different effects in the melody. If you try to count, it's actually easy to cound fast to 5 then to 6 up until 0:13. After that it's in reverse - count to 6, then to 5 until 0:43. Then it will reverse counting again. And this switching continues thoughout the song. ZUN didn't only cleverly used pretty hard 11\8 in the melody, but he also made constant switches of the accents and rythms, which is very hard to perform naturaly and properly.
I noticed (old) time signature discussion, and I felt the need to point out what it actually is here. The chorus lines are in 5+6/4 time (5/4, 6/4, 5/4, 6/4, etc.), while the verses are in 6+5/4 time (6/4, 5/4, 6/4, 5/4, etc.). It might be possible to write this out with an irregular time signature (5/6 or something), but I'm not certain, and I don't want to take chances. Because there's not much software that can even cope with irregular time signatures in the first place, you may as well write it out in a regular manner.
11/8ths isn't an entirely unusual time signature, especially for a Lament, Romantic (emotional, not sexual) Ballade, Serenade, or other such emotional piece of music. It isn't very common, but there's nothing unusual about it by any means especially in a moving theme like this.

Funny you say that, because the rhythms in this song are very similar to those in renaissance dance music!! Usually if you think "dance music" today it has very simple rhythm. It took about 300 years for us to see these awesome rhythms again xD.

Looking at the comments again, it's pretty interesting to see how different everyone's tastes are. All of the Stage 5 themes are fantastic in one way or another, but its fun to see how varied people are in their tastes. I've seen people prefer this the most, or SA's, or EoSD's, or PCB's. I'm one of the few who favors Kagome-Kagome the most, even. One of the reasons you have to love Touhou, everythings so varied, yet so good.

UFO's soundtrack is hardly bland at all - it's stylistically different from most of the series, which I believe is what people perceive as bland. It can sometimes be hard to accept change, and that is a fault. This song seems a bit laid-back to me. Kind of... classy, almost. Am I alone?

I wouldn't call it the best Stage 5 song in the series, especially considering Stage 5 usually has some of the best stage themes out there. This is still pretty impressive though, and anyone who says the whole UFO soundtrack is bland has to have a better listen

For /4, each quarter note is one beat, whilst /8, each eighth note is one beat. This song is 11/4, split into 5+6/4 and 6+5/4. But it’s really hard (if you were only to listen) to recognize whether it’s in 11/4 or 22/8. The drums might give a sign tho.

It seems more like 11/8 (divided sometimes into 3-3-3-2 and other times 3-2-3-3) to me-- try counting alternately from 1 to 6 and 5 while you listen.

Tathar 11/4 is eleven quarter notes in a bar, 11/8 is eleven eighth notes.
