I showed those pictures of the "mine cart wheels" to a few folks who worked on the railroad many years ago. A couple of them think that they are old isolation washers to reduce vibrations on old wood trestle bridges. They said to compare the bolt's diameter you are finding to those inside diameters on the wheels and see if they are similar. They were thick like that to help reduce wear and keep the wood from shaking apart while in use. Just a thought.
I would try the other side of the bridge with a claw... that way you might catch some of the bigger pieces without catching the "corn flakes"!!!!! As always a great video!!!!!

On docks and on platforms factories they use those dollies and or cart four-wheel carts all had steel wheels but not necessarily in a mine mine mine would be having track wheels like for a small gauge track or something
