I don't know why, but Meiling kept not breaking for me, so I added Iku to add more paralyze barriers on Meiling to make sure she breaks. Unfortunately, this is a relatively expensive farm for me now at 38 cost.

If you have 1* MLB Blue Reimu, you can try to replicate it and see if it works. I don't have any assurance that it will though.
