A PAL speedrun is running a game on the PAL version of a game, on older games in like early to mid to 2000's and in the 1980s and 90s the European version of games were just a little bit slower than the American version, so thats why there are different catagorys for the PAL version of the game
That's some bad wording. To put simply, the Hidden Mansion in the PAL version of the game is mirrored compared to the Normal Mansion, where as the Hidden Mansion in NTSC isn't changed at all.
