In SoCal we have a thin marine layer that rolls in most days in late spring/early summer (or any other time of year as well) and so having an IFR rating almost feels like a must down here. You can take off with full blue sky, and 90 mins later, your home airport is IFR. You spend all of 90 secs flying through it, but you need that IFR rating to do so.
