This is an ending scene from an old comedy series, Itse valtiaat (translated literally as Self Rulers, an anagram of itsevaltias which means dictator). I think this scene was from a new year special that they used to do. The series is a parody from Finnish politics and politicians who fuck up something at the beginning of every episode (like raising accidentally an army of mutant killer tomatoes) and try to come up with (idiotic) plans to fix it. The two singing here are Paavo Lipponen (ex-prime minister) and Tarja Halonen (ex-president), both from the Social democratic party of Finland. In these new year specials, the show parodied different movie genres like sci-fi and thrillers. Unfortunately, the show got cancelled after the youth movement of the National coalition party offended the show from portrayal of the partie's MP, Ben Zyskowicz. Hope that helped to clear up!

@aviagamer That may not be the reason to cancel the show, considering the Ville Itälä case was in 2004 and the show ended in 2007 or 2008. I heard the Coalition party's people first tought that Itälä was symphatetic in the show, like he really is portrayed in it.
