[TAS Commentary WIP] Pokémon LeafGreen Round 2 - Lt. Surge-to-Game Corner

I misplaced the ffmpeg command I used previously, so hopefully TH-cam doesn't potato-fy this
For this split, this version of the TAS reroute is approximately 917 frames faster than the published version (1583 frames saved overall to this point). The primary sources of timesave are:
-skipping the Rock Tunnel Max Ether
-better Repel routing
-improved PP management
