Braniac is a complicated character. He is a Kryptonion super computer, probably the most advanced AI in the DC Universe, and he completely disregards what he was programmed to help preserve: LIFE. Depending on the origin story, he abandoned Krypton to its doom, taking with him one shrunken city and all of Krypton's knowledge. He then would travel from planet to planet, collecting knowledge and a city before destroying the planet. He values knowledge over life. One of his future incarnations became a hero in the 31st century. Brainiac 5 is a member of the Legion of Superheroes.

Fine's words actually make sense in a way. The dialogue between him and Clark is very foreshadowing if you've seen the whole show.
