A lot of that stuff was 'built out' in the USA in the late 19th and 20th centuries. Dam releases are not unusual after a heavy rainstorm both to prevent dam failure or uncontrolled overflow and to prepare for future rainstorms if its early in a rainy season. The dams on the Colorado River in the USA are pretty awesome to watch (and hear!) when they do releases. Maintenace is always an ongoing issue, it remains to be seen if China can keep up with it on their dams.
